It is a Leffler car. Jim Waltz bought it the next year after Larry Dickson had won the USAC sprint title.

Looks like that picture was at Kokomo, I seen him run there he was fun to watch race. If you enlarge that picture a little you can see the "PL" at the top of the tank right behind the roll cage and the rear nerf bar is a give away to it being a Leffler car.
